Arrow changing desktop layout for all users of one system

I'm trying to set up a multi-user computer, and I'd like everyone to have the same desktop icons for some specialized programs I've added, as well as the same background, etc. Is there a way that root can modify the desktop so that changes appear on everyone's account? The computer is running Red Hat 8 and all desktops are currently Gnome. Thanks...
