Change proftpd priority

i use mod_auth_unix in proftpd , so i should create user in Linux and set group to FTP
everything is ok , but i want to change priority of proftpd !
i changed limits.conf to
site1 hard priority -20
@ftp hard priority -20
so i set priority to -20 , and process should be running with -20 priority , but they already run at 0
when i go to top i see this
1875 site1  20   0 56304 5924 1588 S 29.6  0.0   0:03.81 proftpd: site1 - IP: STOR FILE.ZIP
it's already running on default priority and my changes didn't work
please help me how can i change priority
