I am installing a program called certitax via the shell. After configuration I try to run the startup script and I get this error:

I entered 'netstat -l' to see a list of listening ports, 5280 is listening and the 'foreign address' field has *:* in it.
I am behind a firewall, I sent instructions to my hosting management company to configure the firewall as the certitax instructions stated. However, I did not do it myself, should I confirm the changes were made correctly?
Any ideas why this is happening?
