cannot view my apache to other local pc

How come I cannot view my apache to our pc. Port 80 is already being used by JAVA so I configure http.conf and change 80 to 3511.Now, I can view apache to my local pc but cannot view to other pc in the network.
It was configured "Allow to all" so everyone can see it. Also there's no security apps running e.g. iptables.
