can vim have tabs attached to viewports instead of viewports attached to tabs?
 

In vim, I can enter the command :vsp to vertically split the screen into two viewports. I can then enter :tabnew which creates a new tab, but the "tabs" are a higher level compared to the viewports. Is there a way to reverse this setup so that tabs are "attached" to veiwports?
