Can someone recommend a tool for tracking network failures?

Comcast sucks, and I want to know how bad they suck.

I am looking for something simple and lightweight to track ping down times and even latencies for an IP address.

And when I say 'simple', I mean the closest to running "apt-get install program" and "nohup program 10.0.0.1" the better.

traceroute <destination>
Shows the hops to where you're going and the times it took on each hop. Often your slowness isn't your ISP but something else between you and the target.
