startkde: starting up...
/opt/kde-3.1/bin/startkde: kreadconfig: command not found
/opt/kde-3.1/bin/startkde: ksplash: command not found

/opt/kde-3.1/bin/startkde: kwrapper: command not found
startkde: shutting down...
/opt/kde-3.1/bin/startkde: kdeinit_shutdown: command not found
/opt/kde-3.1/bin/startkde: dcopserver_shutdown: command not found
/opt/kde-3.1/bin/startkde: artsshell: command not found

What OS is this? It looks like your system doesn't see the files or they aren't there. Try a quick reboot or enter "ldconfig" for a rescan of libraries. Do a slocate -u, then slocate kdeinit to see if it's actually installed.

If no, then install with rpm -Uvh --nodeps --force *.rpm for all your KDE rpm binaries(not source of course). Then reboot again. I know.. the rebooting thing. But kde is a finicky bitch. It's worth it.
