genrally i'd say, isn't that a case for scp?

I know about scp. But scp is not what I want because the file resides elsewhere on the internet. I want to use wget or axel to go through a tunnel to download a file on another server.

I'm not sure it's possible, but can a terminal be used as a socks proxy? If anyone knows.

Yes. Example:
