After much mucking about, I found the problem, and possibly one of the few who have according to numerous times I’ve seen this posted around the web. It seems that the initial instructions to check the throttle interface is to call
http://mysite.com/throttle-status. In many cases, this will return a 404 error with common browsers, unless you’re crazy enough to have an old copy of Netscape 3.0 kicking around (like me) and happen to try it that way. Well.. For anyone else that stumbles into this posting with the same problem, all you need to do is call it as:

http://mysite.com/throttle-status?content-type=text/html&refresh=60&view=client-ip
Now it will work in MSIE, Firefox, New Netscape, etc. I’m assuming it must have something to do with calling this type=text/html thing in the browser. Other than a significant learning curve, mod_throttle is awesome. It’s doing an excellent job of killing off the leaches, keeping resources to a minimum, and keeping all that crap out of the server logs. I had to use the PHP thing to post that url, otherwise VB insists on enclosing it in url tags, which makes mess of it.
When I have a chance, I’ll Telnet to it, as out of curiosity, I’d like to see what it’s doing.
