can;t remember name: web database creation software

i read a review mentioning some (fos) software that makes it very easy to create web based db driven forms/apps without knowing sql or php. I understood it worked with mysql and made it very simple to create db's/ web apps using a graphical web page. does this ring a bell to anyone? i spent an hour searching online and freshmeat today various keywords with noluck. any tips thanks!
