Unhappy BitchX.. plz help


Hello guys.. new here..
I have two questions about BitchX and I would be grateful if someone could answer me!!
1) Why notify is not working?
Although the settings seem to be ok.. I dont know if it needs something more..
........................NOTIFY ON
................NOTIFY_HANDLER QUIET
...............NOTIFY_INTERVAL 60
..................NOTIFY_LEVEL ALL
.........NOTIFY_ON_TERMINATION ON

2) Why any changes that I do (exept from new notify entries) are not saved ? When I close BitchX and open it again the changes that I made are all lost! ( I do /save but again the changes are lost )
