"Better" than what? What have you tried already? Are you new to Linux or proficient? Are you comfortable with the command line or not? Are you running s server or a desktop installation? Is a GUI mandatory (with the risk of ending up with a bloated installation like this one) or would a web-based interface do or are unattended D/L's OK?

Well unSpawn. I am not new to Linux/Unix, However I am not going to use this for a Desktop usage. Need to setup a torrent server for an ISP client. So the torrent server should have following capabilities WebGUI and Create .torrent file. I tried with rtorrent and utorrent seems the GUI for these doesn't have .torrent file create option.

rtorrent

it should be in the RHN

if you installed KDE on a server install of RHEL6
ktorrent

but a desktop gui on a server is well ?? not recommended

vuze
has a web based gui ( and it's offshoot OneSwarm)

Well then maybe you just tried the wrong GUI because Rutorrent definitely has a "create" function / plugin.
