Best way to re encode mp3's?

I would like to reduce my music library and I am wondering what the best way to go about it. I have a bunch of mp3's of all bitrates and I want to drop them down to 128Kpbs to save space.

Would it be better to convert them into WAV, then convert them back to MP3 or should I just convert MP3 to MP3? Re-ripping them from CD's isn't an option.

Also any software recommendations? My two biggest things I am looking for the program is to keep my directory structure as well as do batch file processing.

Thanks

going via PCM WAV files is pointless at best. lame can convert if you wish, 128s will suck though, hope you have a good reason to do this/

My 320 Kbps are just taking up too much space. Plus I want my music library to fit on my phone. I am not an audio fanatic, but I do want decent quality. Is 192Kbps a better option? I want to get the decent quality but cut down the size of the library by 30%.

phone? what phone? if it's android, maybe look at using google music instead.

reencoding from one compressed format to another, you'll lose a lot of quality.
