Lightbulb Best way to create and then fill the form (User Form)

Our office is very traditional.
We have many type of letters.
We open the letters in (sorry) ms. word and then change the names, dates and ...
I need a way to create templates and fill them with something like "Fileds" in Writer.
And at the other hand have a form that connects to the template.
When we fill the form, then it creates the letter from template and form and gives the output.
I think this is possible using OO Base. But I thought that it's a bit hard to do.
1- do you offer OO Base for this job?
2- What is best way to do this job?

The functionality is called "Mail merge" in office software lingo, LibreOffice supports it, please see
