Best compression of .mov file

I have to turn in a project and is requiring me to have an 8 minute movie compressed to under 100 mg. What is the best compression program to use in this situation?

So you have to encode it to QuickTime format? Or can it be any codec?

But does it have to be QuickTime? ".mov" is the QuickTime extension, so from your topic title it seems like you are trying to compress a QT video, but then in your actual post you just refer to video in general.
