basic installation question

If I do a ./configure && make as a regular user then install under root will the ownership of those files be the users or root's? Is it a good practice to install system applications (used by all users) under root (./configure && make && make install) and user applications with the user running ./configure && make then root running make install? Thanks.

Personally, I always do ./configure && make as regular user and then su to root to do make install.
not sure if that's the "correct" way but........

configure and make require only a normal user.
configure will create an environment depending on your system, make will go and compile and create your executables for you within that directory where you issued it.
make install requires root privilege usually, because it moves those executables created by make into directories under /usr/.... which are typically owned by root.
