bandwidth limiter


is there something out there i can use to limit the upload speed of specific users on my LAN?

i am using debian-sarge with the older 2.4 kernel if that matters. also running KDE 3.3. i am on an aDSL connection behind a zyxel 642R router. i would like to be able to set the upload speed at about 1/4 to 1/3 my max speed per user. small LAN only 3 users here so i do not want 1 user hoggin all of the bandwidth choaking the other 2 users from doing what they need to do.
