Exclamation bad characters again

hello to everyone,

I still have the same problem about file and folder name:
my system is a rh9 with smb for share network files.
now: when user creates a folder or a file that in the name contains 'particular chars' (אשטיל or deucth chars) the file was created correct and the user can see own file..
but when the system works same operation like bacula or other .pl script,
it interprets that chars in other way ,perhaps = (א became |°) and worse ..
and so for me become difficult to find correct file in correct position ..
and this from console, because when I use X system the situation is at worst : more than files and folder's name different, the system doesn't recognize folders and you can't explore it !.

sure, the simple and fast solution is to force users do not use this particular chars in the file and folder's name.. but I don't like this choise.

My system has installed two languages: US and IT and now the locale's variables are all set to : it_IT.UTF-8 (italy)

can anyone suggest me some help?
It's impossible I am only user with this problem..
