B2evolution set up help


I have set a website with a plan to run b2evolution as my blogger. I'm running it from my own machine with apache, mysql and php set-up. I have copied the blog dir into var/www/html and then read the instruction from b2evolution to run the install script, but no install script will run. I'm a newbie to this so any help or ideas/links to tutorials on this would be great.
