Automated Webhosting Software

I am looking to setup a system running Apache. I need to have a way for users to go to a website and register for an account, give a credit card number and have the site activated automatically without any administrative actions. SO it will need to

~Take a Credit Card number and authenticate it
~Create a desired username
~Create a home directory
~Setup FTP access to home directory
~Setup apache configurations
~Start registration process of a domain name
~Create needed Email accounts (via Squirrel Mail)
~Needs to be able to setup site restrictions based on what package the user purchases (bandwidth limit/size limits)
~Email user a password to log in, and email an admin to keep them up to date on whats up.

It would be nice to have automated monthly billing. Free would be nice...heh...but reasonable costs are OK too. To be honest im not even sure of the name of what im looking for is...so even that would be helpful in google searches. Anyone got any insight?

haha you want all that for free?

I'm sure there are scripts out there for most of that that you could just put together, most decent hosts run their own software though. Integrating everything with billing can be quite a hassle depending on what you need to do.

Haha, free would be *nice*. I mean..I've seen crazier more complex things given away for free...like Linux. I really figured most places used scripts they had written, but i'm trying to automate a system for a friend and don't have the time to invest in setting it all up myself. Here's to hoping someone has decided to actually put their own little scripts up for others to use. Any other ideas?
