Audio editor -- adjust flac to 0DB

has anyone discovered a good program for adjusting .flac files to 0DB?

the issue of course is that not all .flac files are encoded to the same level. I've looked at some on Audacity that have a terrible amount of clipping, while others are peaked at -3 or 4 db
