attenuate mpeg audio

is there any util that can be used to attenuate the sound of an mpeg that was recorded too loud? I would like to avoid having to re-record it if possible.

Too loud sound usually means it gets distorted. In particular non-linear distortion creeps in. You may want to re-record it anyway.
