ATI Driver Problems w/ Ubuntu 5.1

So i have installed the drivers for an ATI video card, i have an ATI 9600 pro. When i go to edit the fglrxconfig file like it says, i can not find it. Any help? also when i click on "ATI Control Pannel" in the apps menu, nothing hapens. Any ideas? I am trying to fix my dual monitor resolution problem. I have 2x21" monitors and i managed to get them working by manually editing the xorg.conf file, but randomly after 10 restarts or so, the second monitor's resolution went super small. THe main mon. is @ 1600x1200 and the other one must be at something like 400x300. I have NO idea why, i didnt change anything right before it changed. Help!

The driver installs it in /usr/X11R6/bin, and you dont edit it you run it.
