First thing to do is ensure you remove any old fglrx RPMs. Next thing to do is make sure you have your kernel_source installed through YAST and that it matches your currently configured kernel.
After that run the ati Installer program and create a distro specific RPM for whichever version of SuSE you are using.
Next all you have to do is install the resulting RPM with YAST. This RPM will install the driver as well as compiling and installing the kernel-module.
Now that you have done that you can do one of 2 things. You can run fglrxconfig from a terminal, or you can run the SaX command metioned in:
/usr/share/doc/packages/fglrx/README.SuSE

Based on the patch name, it appears to be a 64 bit system kernel patch, but I can't confirm that for sure. I can however tell you that I currently run the 8.16.20 driver from ATI on openSuSE 10.0 RC1 (non 64 bit) without any problems and I have not applied the kernel patch.
