"at" command under tcsh on RHE 3.0

We have Red Hat Enterprise version 3.0 running on an IBM server.
It was upgraded recently from Red Hat Enterprise 2.1

It seems that the "at"command will not work under tcsh shell.
It works fine under bash shell.

When we run a job using the "at" command under tcsh it creates
a file called "2" in the home directory of the user. There is one line
in that file which reads:

Execution directory inaccessible

Is there any known problem with "at" under tcsh on RHE 3.0 ?
Or is it just a security/permission problem that we have missed ?

We have un-installed tcsh and re-installed it using rpm but that
made no difference.

The same jobs run OK via "at" in the tcsh shell on another server
which has Red Hat version 9.0

The permissions of /usr/bin/at is -rwsr-xr-x
which is the same on both servers.

Paul
