arabic localisation

I am currently working in a arabic localisation project.
When i change the default system language to arabic, the appalications with arabic locale get flipped to left.That is the menu gets flipped the wiindow behaviour gets to right. And when we add a ar.po, the application is completely localised. I want to know how that is happening. Is the gtk/Qt library support is given?
And some applications will not flip as there is no arabic locale, the applications will not flip.
And now, comes my query, how can i localise a arabic aplication which does not have a arabic locale. How can i Do it?
If I write the ar.po, its not executing that....
What all should i do?
Its really very peculiar

i have added a locale to kplayer and it works for me now. Now my kplayr is in arabic.....thank u all
