apt-get trying to download wrong packages. Why?

While I use local apt-get CD-ROM sourses I havn't problem with this utility. But now I decide to use Internet instead of my CD's. But I have a problem - apt-get trying to download big number of wrong packages. For example, when I type:

apt-get upgrade g++

or

apt-get install g++

But apt-get going to install not only g++ but also big number of wrong packages which I do not wish to download:

it looks like it's trying to update your out-of-date packages as well.

No. Upgrading of all my out-of-date packages (by executing apt-get dist-upgrade) will give MUCH bigger output (1998 packages upgraded, 618 newly installed, 274 to remove and 40 not upgraded). So here is something wrong. Why apt-get trying to download big number of unnecessary package? I know that upgrading g++ (and any other small packages) not need such number of upgrades. Also please note that I havn't ability to download hundreds of megabytes because I have limit on my Internet traffic. So this problem is very important.

this eems to indicate that these packages will be upgraded, and that they will pull new dependancies as well. It may be that these versions are required so that modules for them can be compiled with your new version of gcc. sometimes the compiler version plays a role in whether or not something will work, or not,

I spend some time for little research (I simply "build" manually some part of dep-tree and packages conflicts). As far as I understand, all of this packages need to upgrade primary because of dependency conflicts. So I must download all of this packages...
