apt-get errors

I had a power outage while updating ubuntu and now apt is broken. I cannot install or remove any packages and this is the error I am receiving.

After this operation, 0B of additional disk space will be used.
dpkg: triggers ci file contains unknown directive `Package:'
E: Sub-process /usr/bin/dpkg returned an error code (2)

I get this line when trying to do anything with apt.

pkg: triggers ci file contains unknown directive `Package:'

--HELP-- I am stumped.
