Apache2 on Suse 9.3 - File Permissions

Hello All,
I started a website on an apache2 server. I decided i wanted to change the error messages to custom ones. I did a little research planned it and created error.php to handle all the errors. I tried to get to them by typing my domain and them random characters. What I got was:

Not Found

The requested URL /sweet.htm was not found on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

- - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - -

Apache/2.0.53 (Linux/SUSE) Server at localhost Port 80

_________________________________________________________________________________

thats essentailly it.
This error page wasn't what i made. The "a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request." part confused me because I put the error messages in my /htdocs/ folder and that error message seems to be saying that the file permissions are wrong...but they're not

Help Please

-Thanks

Ok--
With some more in-depth reading i have got it to go to the custom error pages. The only problem now is that when i type in a fake url (http://localhost/hasodjo.html), firefox asks me if i want to download the page (firefox download prompt comes up). If i have it open up thepage in firefox, then it will give me the custom error page.

any ideas on how to not have it download?

also, is there any way to add formatting to the page (CSS/Color/Anything). I have a link to a css page in the error script but it won't show it.
---I just figured out that this is because when I have it open nthe file in firefox, it jsut saves the error page to the tmp folder and displays it and obviously the css and iamges arent in the tmp folder.

Thanks
