Check the permissions on the user's public_html folder. The user apache runs as needs to be able to read the html files

i have /home to 774. this is what my public html file looks like:

drwxrwxr-- 3 brenden users 4096 Apr 9 00:30 public_html

The apache user is in the "users" group so i dont understand why i still can not read the directory.
