Apache Upgrade Problems

I'm having trouble upgrading A2.0.53 to A2.2.3.

I do everything it tells me to do in the INSTALL file... and It still uses the old apache.

Any ideas?

More details would probably be helpful.

Are you restarting Apache?
How do you restart it?
From where do you restart it?
Where is the prev version installed?
Where is the new version installed?
