Apache - SurveyBot in logs

Fedora Core 2
Apache 2.0

Can anyone tell me what the following entries in the apache access_log are doing? This one is definately a first for me.

I looked up the 206 response code, and it says "only a partial response was returned for some reason". - - [15/Nov/2004:09:08:56 -0600] "GET /robots.txt HTTP/1.1" 404 302 "" "SurveyBot/2.3 (Whois Source)" - - [15/Nov/2004:09:08:56 -0600] "GET / HTTP/1.1" 206 683 "" "SurveyBot/2.3 (Whois Source)"
