apache server redirecting to apache.org?

a friend and i are running a linux server with fedora core 3 and made it so each user had their own directory (http://ipaddress/~user) the only problem is that if i dont put in a slash at the end (http://ipaddress/~user/) i am redirected to apache.org. this wasnt a big problem untill i installed forums(phpbb) i am able to read posts but when i try to go to the admin control panel or hit the submit button to login i get sent to apache.org. any ideas

You can take a look at the DirectorySlash directive
