APACHE Problem 2 dirs, identical permissions and security contexts, one gives 403?

I am running FC3 using Apache 2.

I have two directories, each reports IDENTICAL permissions and IDENTICAL security contexts.

One allows the browser to view its contents, one generates a 403 Forbidden error.

What am i missing?

This is most frustrating.

Can anybody enlighten me with any suggestions?

are you sure that the files and the directory have the same owner?

Directory 1
drwxr-xr-x root root user_u: object_r:httpd_sys_content_t

Directory 2
drwxr-xr-x root root user_u: object_r:httpd_sys_content_t

One lets my browser access it, the other produces a 403 error.
