Apache - libhttpd.ep taking over CPU

I've had a system in testing for months with no problems. Now that it was moved into production, libhttpd.ep is periodically taking over the CPU for various amounts of time. It is using anywhere from 50% to 99% of the CPU and shooting the system load up as high as 7. Then it dies and goes away. This is a fairly rapid cycle, about every 10 seconds.

I'm running Redhat AS3 and Apache 1.3.31.

I don't know if something is misconfigured or if its a bug or what. Any help greatly appreciated.

by default, MaxRequestsPerChild is set to 0 in the httpd.conf file. I set this to 500 and my problem went away, after restarting apache. See the httpd.conf file for comments on it.
