Unhappy Apache file "HEADER" doesn't work!


I've looked at books, I've looked on the web. I've searched Google. I can't find any answers! Here's the problem.
I'm using Apache webserver and want to put some text
at the top of each automatically indexed directory.
The directory filenames work fine. Fancy indexing is turned on. By looking at the Apache.conf file, one would expect that by creating a text file named "HEADER", it's contents would show up "prepended" at the top of the directory listing.
WHY WON'T it work? It seems so simple, but doesn't work at all! Is's so STUPID! It should be a "no brainer".
Is this a bug? Is this an erroneous document?
WHY don't any of the books or website address this problem? Am I stupid or something?
