apache: / at the beginning of relative urls

I've been searching the docs, and google and can't figure out the right word to search. How do I enable this?

Before if a relative url began with "/", it would be relative of document_root, ie:

foo.html -> /webroot/foo.html (relative to current directory: /webroot)

/images/foo.png -> /webroot/images/foo.png (even though it's included from /webroot/foo/bar/fubar/foo2 )
