Im wondering if there is a way to limit how much baudwith a person is using when the connect to an apache server. When someone acesses my site, my remote accesses become WAY slow.

have a look at mod_throttle

already doin it, and got it installed on my mandy 9.1 box, workin on mandy9.0

Or configure less clients and threads within apache's httpd.conf
