apache 2 gui, webmin, httpd not in sync

a couple weeks ago I installed webmin on a fresh install of Redhat ES 4 (updated with up2date) to see if it would help me speed the process of making the server useful. me=noob.

from the beginning, the apache gui did not seem to know what was going on and it would make strange, spread out entries in /etc/httpd/httpd.conf

webmin shows what is really going on in the httpd.conf while the apache gui shows something else (different servername for one thing) but the edits I make directly in the httpd.conf file for the documentroot directive do not seem to have an effect. Both of the virtual hosts (with their own ip) are showing the welcome to redhat page and neither host is parsing php...

Yes, I restarted apache.

is webmin not working, apache or something else? why wouldn't php run?

Thanks for any help, I've read and read and checked the man for everything but I've found nothing that helps.

This is driving me so bonkers that I just zoned out watching the newbie's so nice to see something work right...
