Unhappy Apache 2.0.40 fancyindexing Redhat 8.0

I have a question about fancyindexing.

I have my "UserDir" pointing to www/html. The fancyindexing works fine when I go to ~/user.

I also have a virtualhost pointing to the same directory ~/www/html. However when I try to access the fancyindexing I get redirected to the servers default test page" /var/www/html". The access log shows "HTTP/1.1 403 2898".

PS When I put an index.html file in the ~/www/html directory, it get served and not the test page.

Question: Why does the fancyindexing work when you access via www.foobar.com/~user and not when you point to the virtualhost www.foobar.com? Both access the same directory?
