animated gif to .mpv

i know there are softwares to convert mpg to animated gif but what about the reverse? i could use some programs to convert an animated gif to an mpg or avi, record from a sound source or mic to wav or mp3, then mux the wav or mp3 to make a video with sound from an animated gif (understandably that will be more then one step).

IIGC mencoder should be able to encapsulate a set of pictures in an .avi container.
