AisleRiot patience game

Could anyone who is familiar with the "Backbone" variant in the Aisleriot Patience Card Game Suite please answer this question?

When you get to the end of two Deals of cards and have not managed to complete the game, sometimes the program tells you that there are no further moves possible, and the game ends. On other occasions, it does nothing and when you click on "Hint", it says "Try rearranging the cards".

I cannot deduce how exactly I am suppose to "rearrange the cards" in any way that would possibly help complete the game. Could anyone tell me what I am supposed to be looking for?

The "Help" pages for this game give no further help in this instance.

*Admin, please note: I have posted this question here again, because someone "answered" my previous question with a non-answer, which marks my query as having an answer - therefore people are assuming it's been answered and it's getting no more replies. I'm quite sure there are people who go through forums targeting questions that have had no responses. So I'm posting it again in the hope someone can give me a helpful response this time. If you want to delete a "duplicate", delete the previous thread. Thank you.

I've seen this behavior, and assume it results from erroneous programming
