This is just a frontend for systemd-networkd, making systemd and its configuration tools more consistent. So far systemd-networkd was the only systemd part that did not have a control program, but was configured using text files (which by the way works fine on my machines) and will be until kdbus sees the light of the world.
I don't see why that is surprising (or somehow bad) and why that should be in any way related to the kernel, which is not part of systemd. Or is this just another attempt to start an anti-systemd thread?
