ActivePerl and Apache

I installed ActivePerl in an effort to get my CGI::Session to work properly. ActivePerl works fine from the command line. However when I try and use apache to serve a test.cgi file It sends a 500 internal server error.
The error_log lists it as (13)Permission denied: exec of '/var/www/cgi-bin/test.cgi' failed
Premature end of script headers: test.cgi

-All of my permissions are set to 777

It is my general understanding that cgi's are'nt binary and therefore not directly executed. So setting test.cgi permissions to 777 won't do a whole lot for you. In fact, you should probably change it.

Are you certain there is'nt an error in your scripting?

did you allow cgi execution in your httpd.conf? Also, with the she-bang line with /usr/bin/perl, you're probably not using activestate perl, but the built in perl installed by your distro.
