access denied on file /etc/ftpaccess
 
I am trying to update my wu-ftpd to the current version, but it errors out on the file /etc/ftpaccess. It says that access is denied on that file. I am root when doing the update and have looked at permissions for the file. The user is root and the group is root. Root has rw access to the file. I decided to try to mv ftpaccess, but access was denied. I tried to chmod 777, but access is denied. Opened the file with vi and did a wq and still having the same problem with the file.

I am using redhat 8.0 upgraded from 7.2. Even upgrading to 8.0 it error out when upgrading wu-ftpd

I am taking over the system from a former Admin and do not have any way to get a hold of him to see if he did something special to this file.

Please help I have to get wu-ftpd running again.
