Eureka!
Well the problem really was not in Samba. I did a loop back test on the ethernet card and was not getting anything. It had a network card configuration called "ifcfg-ethlocalnet". This was failing and would not start. I decided to delete it and restarted the network with the network card config for "ifcfg-lo" and "ifcfg-eth0". It worked and I'm happy.
