Problem gaining access to directory w/ Apache

Using Apache 2.0.4 and Nagios 1.0. Following the manual I added the directory access control and script aliasing to my httpd.conf file:

ScriptAlias /nagios/cgi-bin /usr/local/nagios/sbin
<Directory "/usr/local/nagios/sbin/">
AllowOverride AuthConfig
Options ExecCGI
Order allow,deny
Allow from all

I also have a .htaccess file in the directory, which prompts for the password when I open the URL to the directory. For some reason, after I enter the password I get a "Access Forbidden" error. I get this even if I try to access the URL from the server itself. I have another directory, which I can access, setup in the same manner, but with no options. The directory permissions are 775. Anything else I might want to look at?
