about make & install kdiff3

i want to install kdiff3 for Kde3,
but when i run ./configure,
there is always error msg like this:

checking for KDE... configure: error:
in the prefix, you've chosen, are no KDE headers installed. This will fail.
So, check this please and use another prefix!

i am using fedora core 1, not fully installed though.
i install kdebase-devel, but with no result.
and i find under folder /usr/include/kde/
there are many *.h files,
are they the kde header files?
does anyone know this?
please help me.

when i run
$ kde-config --prefix
$ /usr

i tried different prefix :
./configure --prefix=/usr/
./configure --prefix=/usr/include
./configure --prefix=/usr/include/kde
./configure --prefix=$KDEHOME

but got the same error msg i mentioned above

the *.h file under /usr/include/kde are:

Code:
ccont.h                    konqbookmarkmanager.h  konq_popupmenu.h
kate                       konq_defaults.h        konq_propsview.h
KBackgroundIface.h         konq_dirpart.h         konq_settings.h
kbookmarkimporter_crash.h  konq_drag.h            konqsidebarplugin.h
kbookmarkimporter_ie.h     konq_events.h          KonquerorIface.h
kbookmarkimporter_opera.h  konq_faviconmgr.h      konq_undo.h
KDesktopIface.h            konq_historycomm.h     konq_xmlguiclient.h
kfileivi.h                 konq_historymgr.h      KScreensaverIface.h
kivdirectoryoverlay.h      konq_iconviewwidget.h  ksgrd
knewmenu.h                 konq_operations.h      kwin
konq_bgnddlg.h             konq_pixmapprovider.h  KWinInterface.h
aren't they KDE header files?
