A way to play internet radio stream, with change volume not affecting pcm / master ?

Like amarok, if you reduce the volume, it wont affect pcm and master of the alsamixer;...

it there such program ?
(preferably console based)

amorok has a slider volume control in the right hand pane bottom corner
