A little help with cpu frequency issue?

There is this pretty crappy PC with a pentium-d cpu. By default, the cpu frequency governor is "ondemand". The cpu has two speeds, 2.4 and 3.4 GHz. 3.4 GHz is not very usable since it overheats due to insufficient cooling, so I want it to stay at 2.4.

I have installed sysfs and have set in /etc/sysfs.d/60-cpufreq.conf

devices/system/cpu/cpu0/cpufreq/scaling_governor = userspace
devices/system/cpu/cpu1/cpufreq/scaling_governor = userspace
devices/system/cpu/cpu0/cpufreq/scaling_setspeed = 2400000
devices/system/cpu/cpu1/cpufreq/scaling_setspeed = 2400000

This works on boot, but after resuming from suspend, once of the cpus is on 3.4GHz. Is there a way to correct this?

Code:
cpupower --help
with "frequency-set" you can set the max CPU speed for any governor.

alternatively the package/command might be "cpufreq".

http://linux.die.net/man/1/cpupower-frequency-set

Also, outputting
Code:
cpupower frequency-info
here, might help.

I am aware of cpufreq-set and cpufreq-info. This is what I am using to display the cpu frequency, after all.

This sets the frequency online, but has nothing to do with making it persistent across sleep, or even reboots.

I'm using systemd. I guess I'll have to look into it, but sysfs.d scrips are definitely failing.
